EU Formally Invites Canada to Become Its First Associate Member as Trade War With US Intensifies

European Commission President Ursula von der Leyen formally proposed making Canada the first associate member of the European Union during her State of the Union address in Strasbourg on September 16, with Canadian Prime Minister Mark Carney present in the chamber. Von der Leyen said the two sides "see the world with the same eyes" and called for an urgent reimagining of their partnership, adding: "I would like to work with you on opening the door for Canada to be the first associate member of the EU."

Carney traveled to Europe specifically to accelerate his country's pivot toward the bloc as the trade war with the United States under President Trump continues to worsen. The EU and Canada already share a free trade agreement, but von der Leyen signaled the ambition goes well beyond trade, encompassing AI, climate change, geopolitics and Arctic security. Her declaration came just days after the Wall Street Journal reported Carney had been exploring the associate membership concept, and after Carney himself clarified Canada was seeking a "unique alliance" rather than full EU membership.

The proposed associate membership, if pursued, would represent the first time the EU has offered such a status to any country, and analysts see it as a significant shift in the bloc's historically rigid membership framework. The initiative reflects a broader effort by both sides to offset a global power order increasingly dominated by the United States and China, with defense cooperation also on the agenda as Europe seeks to expand its missile stockpiles in the wake of the Ukraine war.
