EU Launches Sovereignty Push With Buy European Procurement Rules and Deeper Canada Alliance

The proposal introduces "Made in Europe" criteria allowing governments to exclude bids that do not meet EU content requirements, mandates that contracts be awarded on a best price-quality ratio with quality factors accounting for at least 30 percent of the total score (rising to 50 percent for labor-intensive contracts), and would create an EU-wide public tender platform to cut red tape. The push is part of a broader industrial sovereignty drive informed by warnings from Mario Draghi and Enrico Letta about European economic decline.

On the same day, EU officials signaled they envision a closer all-encompassing partnership with Canada than with the United Kingdom, spanning trade and security. Officials cited Brexit baggage as the reason London cannot match the depth of relationship Brussels is prepared to build with Ottawa, framing the Canada alliance as a transatlantic counterweight to the US and China.

Spain's Foreign Minister José Manuel Albares used a Bloomberg interview to press for greater EU support and deeper integration of the Spanish exclave of Ceuta into the EU single market, citing a recent surge in migrant arrivals there as the impetus. Separately, Apollo Global flagged that Europe's access to capital remains constrained, a structural headwind to the investment the continent's industrial ambitions require. Russia's Kremlin also weighed in, claiming Europeans are inflicting economic damage on themselves by buying gas on spot markets at prices above what Russian pipeline gas would cost.
