Putin Confirms Active Talks With Elon Musk on Low-Earth Orbit Satellite Constellations

Russian President Vladimir Putin disclosed on October 28 that Russia is in direct contact with Elon Musk regarding low-Earth orbit satellite constellations, describing Musk as "a brilliant person" despite acknowledging the political tensions surrounding the relationship. Putin made the remarks publicly, signaling that technical and commercial discussions between Musk and Moscow are ongoing even as geopolitical friction between Russia and the West remains high.

The disclosure comes as Russia accelerates development of Rassvet, its military-linked rival to SpaceX's Starlink network. Rassvet had roughly 16 satellites in orbit as of mid-2026 and Russia has been rapidly expanding the constellation, with Moscow also warning the United States against any moves to target or block the network. The timing of Putin's comments underscores the strategic importance both sides attach to LEO satellite infrastructure, particularly as Ukraine's access to Starlink and Starshield has been intermittently restricted in recent weeks, heightening the battlefield significance of competing satellite systems.
