Separately, Reuters reported that US and Iranian negotiators are actively exploring a phased agreement to end the conflict over the Strait of Hormuz. Under the framework being discussed, Iran would reopen the strait to navigation in exchange for Washington lifting its economic blockade, potentially alongside Tehran gaining access to frozen assets. Iran has signaled it is willing to defer demands for transit fees through Hormuz but is not prepared to relinquish administrative control of the strait, a condition Gulf states have rejected as they press for full freedom of navigation. The central obstacle is sequencing: neither side is willing to give up its primary source of leverage first, leaving the talks fragile. US stocks pared losses following the Reuters report. Xi separately urged the US and Iran to return to negotiations as soon as possible and expressed hope that the two sides would reach agreement on the nuclear issue, while state media reported Xi told Trump he supports a return to the June Iran deal framework.

The Wall Street Journal also reported that the Trump administration has been quietly pressing China in confidential talks over suspected low-yield nuclear tests and concerns about Beijing's rapidly expanding nuclear arsenal. Those discussions have taken place on the sidelines of multilateral meetings in Geneva, New York, and Casablanca. China strongly denies violating the 1996 Comprehensive Nuclear Test Ban Treaty. Washington is seeking stronger verification measures, greater transparency, and more advance notice of Chinese ballistic missile tests. The talks are currently focused on reducing nuclear risks rather than negotiating formal arms-control limits, with further discussions expected next month.
