Zelenskiy Confirms US-Ukraine-Russia Trilateral Talks Planned for November as Intelligence Sharing Resumes

Ukrainian President Volodymyr Zelenskiy announced that a trilateral meeting involving the United States, Ukraine, and Russia is planned for November as part of efforts to end the war. He made the disclosures after discussions with US special envoy Steve Witkoff in Oslo, signaling a renewed diplomatic push at the highest levels.

Zelenskiy said US intelligence sharing on Russian ballistic missile strike warnings has fully resumed following a period of disruption, and that SpaceX's Starshield satellite service has been restored with speeds reaching up to 420 kph. He noted, however, that progress on unlocking Patriot missile supplies to Ukraine remains very slow. On the question of territorial negotiations, Zelenskiy drew a clear line: the territory issue is reserved for heads of state, while technical talks handle all other matters.

On the financial front, Zelenskiy said Ukraine requires EUR 115 billion for 2027. Of that total, EUR 45 billion has been allocated but not yet received, and a further EUR 70 billion still needs to be secured to cover both defense spending and budget financing. Separately, US Representative Dan Crenshaw, who recently returned from a trip to Kyiv, pushed back against Russian territorial demands and took issue with Elon Musk's public comments on Ukraine's battlefield use of Starlink satellites.
