House Sends Lindsey Graham Russia Sanctions Bill to Trump for Signature

The House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on Wednesday, sending the sweeping sanctions legislation to President Trump, who is expected to sign it into law. The bill, named after the late Senator Lindsey Graham of South Carolina, grants Trump new authority to impose tariffs of up to 100% on the top five purchasers of Russian crude oil or natural gas, targeting countries including China, in an effort to squeeze Russia's war economy and penalize its continued full-scale invasion of Ukraine.

The legislation includes an exception for countries that import less than 15% of their natural gas from Russia and are actively working to reduce those imports. The bill had already cleared the Senate with strong bipartisan support, passing 86-11, before the House took it up Wednesday and approved it.
