The initiative is framed as a way to unlock an energy ceasefire between Moscow and Kyiv, tying economic incentives to broader diplomatic efforts to de-escalate the war.

The proposal faces significant resistance in European capitals, where governments have spent years reducing dependence on Russian energy and remain deeply skeptical of any arrangement that would funnel revenue to Moscow. Earlier reporting indicated that senior US officials including Special Envoy Jared Kushner had held talks with Kirill Dmitriev, a close Putin adviser, about potential US investment in energy infrastructure as part of broader peace negotiations. A White House official previously stated that any deals must be negotiated through the US International Development Finance Corporation and Treasury and must benefit American taxpayers and companies.

The push comes weeks after Trump claimed to have brokered an energy ceasefire to protect infrastructure in both countries, an assertion quickly undercut when Russia struck Ukrainian gas facilities shortly after.
